Six Thousand ISIS Members: Ministry of Justice Issues Circulars to Countries for Receiving Their Prisoners, Except Those Sentenced to Death<\/p>\n
The Iraqi Ministry of Justice has announced that it has issued official circulars via the Ministry of Foreign Affairs to countries with citizens either sentenced or residing in Iraqi prisons, aiming to coordinate their reception and transfer to their home countries amid rising congestion rates and increasing pressure on the capacity of correctional facilities.<\/p>\n
The spokesperson for the Ministry of Justice, Ahmed Laibi, stated that this initiative involves citizens from 61 countries. This includes approximately six thousand members of the terrorist organization “ISIS,” who were transferred to Baghdad from prisons under the control of the Syrian Democratic Forces (SDF) in the Syrian territory.<\/p>\n
He explained that the ministry has obtained approval from the National Security Council to transfer foreign convicts to their countries, with the exception of those sentenced to death. These transfers are to be conducted according to established cooperation agreements or the principle of reciprocity, upholding Iraq\u2019s sovereignty and legal procedures.<\/p>\n
Laibi added that the ministry is awaiting responses from the concerned countries, while diplomatic missions are actively engaged to encourage these nations to receive their citizens. He noted that the transfer of some inmates from different nationalities has already commenced.<\/p>\n
He clarified that the transfer of convicts is primarily contingent upon the completion of investigations and judicial and security procedures. After verdicts are issued, mechanisms for their return to their home countries can be discussed through existing agreements and cooperation memoranda.<\/p>\n
Regarding prison conditions, the spokesperson revealed significant challenges facing correctional institutions, noting that congestion rates had reached nearly 130% before the addition of about six thousand inmates to the central Karkh prison, exacerbating pressure on capacity.<\/p>\n
He mentioned that the Ministry of Justice is simultaneously working on expanding halls and facilities and opening new correctional departments in several provinces. Construction projects for correctional sections in Mosul, Wasit, Maysan, and Basra have reached their final stages.<\/p>\n
