Meanwhile, international human rights organizations have intensified efforts to establish stronger legal mechanisms for addressing what they describe as systematic discrimination against women and girls under Taliban rule.<\/p>\n
Amnesty International, Human Rights Watch and the End Gender Apartheid Campaign said efforts to recognize \u201cgender apartheid\u201d as an international crime have entered a significant phase following the release of the first formal proposals to amend a draft United Nations treaty on crimes against humanity.<\/p>\n
The proposals, published on June 3, 2026, along with submissions from governments to the UN General Assembly\u2019s Sixth Committee, are expected to serve as a foundation for negotiations on the treaty scheduled to begin in January 2028.<\/p>\n
Australia, Spain, Uruguay, Iceland, Mexico and Timor-Leste have proposed adding gender apartheid to the draft treaty, defining it as inhumane acts committed as part of an institutionalized system of systematic oppression and domination by one gender group over another, with the purpose of maintaining that system.<\/p>\n
The organizations said 14 countries have so far publicly supported recognizing gender apartheid as an international crime, while urging more governments to endorse the proposal before negotiations begin.<\/p>\n
They also highlighted the role of Afghan women activists in advocating for international recognition of gender apartheid, saying the campaign has developed through years of efforts to seek accountability for what they describe as institutionalized restrictions and discrimination under Taliban rule.<\/p>\n
The proposed provision, if approved by UN member states, would establish gender apartheid as a specific crime under the international legal framework governing crimes against humanity.
