UN Political Affairs chief Rosemary DiCarlo told the Security Council that recent efforts to bring parties to negotiations offer hope for peace, but relentless attacks continue to cause widespread destruction.<\/p>\n\n\n\n<p>According to the Office of the High Commissioner for Human Rights (OHCHR), at least 151 civilians were killed and 697 injured in April alone, surpassing March\u2019s already elevated figures. She noted a 12% increase in birth complications caused by blackouts and medicine shortages, leaving many pregnant women without essential care.<\/p>\n\n\n\n<p>Nearly 13 million people in Ukraine require humanitarian aid, including vulnerable groups such as women, children, the elderly, and disabled individuals.
