The United Nations warned that the current state of stalemate in international terrorism could soon end, expecting a new wave of terrorist attacks by the end of the year.

The Guardian newspaper said that observers specialized in the United Nations Security Council, have drawn a disturbing picture of the terrorist organization ISIS (Daesh), which remains a serious threat despite the recent setbacks.

Observers expressed concern about the 30,000 foreigners who have gone to fight in the ranks of the organization, which declared the caliphate, and are likely to be alive.

“Their future aspirations will be of international concern in the near future, some of them may join al-Qaeda or other terrorist groups that may appear on the scene, some of whom may become leaders or extremists,” the report says.

The report notes that, although the geographical presence of an authoritarian succession has receded, many Member States agree that the factors that have led to the emergence of the organization continue to exist, suggesting that threats from repressive organizations and al-Qaida or similar groups are unlikely to recede soon.

Although their number of successful operations has declined since 2015 and 2016, when extremists killed hundreds of people in France, Belgium and Germany, threats to Europe remain “high.”
